2020 Supra still won't start after replacing weak battery

I have a 2020 Launch Edition that is hardly driven (1600 miles). I have been using a battery tender to keep the battery charged, but when I do drive it, it's only for an average of five to ten miles.
I tried to start it yesterday and the battery was so weak that it barely turned over. I ran it for a few minutes, turned it off, and charged the battery. After charging the battery, it read 12.6 volts, it would not start. Just got a click, and the starter doesn't even attempt to crank.
Brought the battery in to get tested and the cca only registered 70amps. Considering the battery is six years old I went ahead and purchased a new direct replacement BMW battery, installed it, and got the same thing. Just a single click when I hit the start button. Everything in the car has power, I'm able to lock and unlock the car with the key fob. Can open the hatch, and onboard display is working (pic attached).
My questions are:
1. Does the ECU keep the car from attempting to start if the battery was too weak on the last start? If so, is there any way to clear that using the OBDLink / BimmerLink without the engine running?
2. How can I put the car into neutral without the engine running?

Any assistance is greatly appreciated.
